In practice, most of the individuals visited by the Working Group were prosecuted and sentenced during the seven-year period in which the prosecution service was suspended. Proceedings were initiated by the judge, who then conducted the investigation and, lastly, delivered judgement himself As both prosecutor and examining magistrate, he was assisted by the “law enforcement services or Pasdaran, and, where appropriate, other armed forces, subj ect to authorization by the National Security Council” (Code of Criminal Procedure, art. 15).
