          announced a plan to give mere
          self ruie to the country's
          minority Kurds , who staged a
          violent thrt t •ddj uprising last
          week in the western town of
          Sanandaj.
          The plan includes The
          appointment of a Kurd as Gov
          ernor General of ICUL Jstan for
          the first tine. It al ti piuniLsed
          the Kurds a say in a new
          Iraflid lJ Cunstitution, free&otn
          t o ndinue their own culture,
          and participation in decisions
          concerning Iran as a whole.
          The new Gay-c- mar General is
          Ibrahim Yuinesi, who was orce
          sentenced to death, then re-
          prieved by the Shah.
          The plan was aimed at cool-
          ing tempers in the Icurdith
          areas after the Sanandaj Lat1I
          between besieged Army troops
          and Kurds , most of whom were
          demanJk 1 g autonomy.
          Iran radio said the plan had
          been — accepted by Iturdish
          leaders after four Clay a if
          negotiations with the Tetiran re-
          ligious leader, Ayatollah Mah.-
          moud Taléghani, and -the
          Interior Minister, Mr tbmad
          Sacir EaJ Seyed Javadi.
          But there was sane doubt as
          to whether the plan would be
          accepted by all the Kurcis , who
