Persian Translation of “Report of the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, Frank La Rue”, dated 16 May 2011
To better inform interested Iranians, the Iran Human Rights Documentation Center (IHRDC) has translated into the Persian language a 16 May 2011 United Nations report that deems internet access a basic human right, and disconnecting people from it as a violation of international law. The 22-page report, titled “Report of the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, Frank La Rue,” concludes that “cutting off users from Internet access, regardless of the justification provided, including on the grounds of violating intellectual property rights law, to be disproportionate and thus a violation of article 19, paragraph 3, of the International Covenant on Civil and Political Rights.”
