A summit of Arab heads of state in
aghdad last November reportedly
agreed to a number of political and
economic sanctions aganist the Egyp
tian regime, but said such action
vou1d be taken only after Sadat signs
the peace pact.
Kurdish fighters manned roadS
blocks throughout Sanandaj and were
still in control of most of the Kurdis
tan provincial capital as night fell and
the cease fire was scheduled to begin.
Throughout the day, military hell-
coPters made low sweeps over the city
and fired on residents, Hospitals were
jammed with injifred, and doctors
working round-the-clock appealed for
medical supplies.
Deputy Prime Ministe Abbas Amir
ntézam vowed in Tehran to crush
the Insurgents . and announced the
government was sending troop rein-
forcements to Sanañdaj along with
peace envoys, so.me of them direct
representatives of Islamic leader Aya-
to]. ah Ruboflah Khotheini.
No troop movements were seen by
reporters dcivlng to Sanandaj, 300
miles west of Tehran, but 10 beilcop-
ters landed at the local airport.
There also was a brief cease-fire
last night, but it was shattered early
today by rebels who opened fire on
helicopters dropping food supplies to
soldiers in the barracks.
Marxist Fedaye and Islamic Mu ahi-
deen guerrillas, who played key roles
in fighting that toppled the shah, ap
pealed for the government to work out
a peaceful solution. The Fedaye also
announced their members will boycott
the March 30 referendum in which
Iranians will be asked to accept or re-
jeet an Islamic republic.
The choice is too narrow and pre-
cludes other forms of rule, they corn-
plain.
Entezarn said any rights to self-rule
for Iran s 4 million Kurds agreed to
by the goverument will be written
into Iran's new constitution to be
made public shortly after the referen-
dum. He said the matter is under
study.
In other developments:
